(a) The Chief Building Official and his deputies or assistants, in the discharge of his duties, shall have authority to enter any building structure or premises at any reasonable hour.
(b) For the purpose of identification, the Building Official, and his deputies or assistants shall have a badge of office, and a personal identification card, which he shall display, upon demand, before entering any building, structure or premises.
