All improvements, such as streets, utilities, sidewalks, trees, monuments and other facilities, required in this chapter shall be completed to the satisfaction of Council, unless the subdivider files with the Clerk of Council a bond with surety in such form as shall be approved by the Whitehouse Solicitor, or deposits in escrow, with like approval, an amount which is one hundred ten (110%) percent of the estimated cost by the Whitehouse Engineer. Such bond or escrow agreement shall guarantee that all improvements will be constructed and completed in a satisfactory manner and within a reasonable period, not to exceed two (2) years, and that all required expenses shall be paid.
