(a) Council establishes a nine dollar ($9.00) per month refuse collection fee for each single-family residence, certain two-family dwellings, and certain commercial business sites currently utilizing Village of Whitehouse refuse collection services pursuant to guidelines, rules and regulations as same are or may hereafter be on file or promulgated for the Village.
(b) The nine dollar ($9.00) per month refuse collection fee shall be collected on a monthly basis and shall further be appended to the monthly water and sewer billing service statements as same are issued within the Village. Said refuse collection fee shall be a separate and distinct item of billing and collection for each residence or commercial business as same shall be billed therefore.
(c) Exhibit A attached to Ordinance 8-2007 and incorporated by reference herein is intended by Council to clarify and state the existing refuse collection policy within the Village, and as same shall be amended administratively by action of the Village Administrator and as such amendment shall be updated and disseminated to the public by posting upon the Village website, inclusion in the Village residential handbook, or similar means as shall be used and determined by the Administrator.
(d) All collection of unpaid refuse accounts shall be based upon solely the refuse collection account balance due and shall be separate and distinct from any and all sewer and water account collection actions. Further, unpaid refuse collection accounts shall, at the determination of the Administrator, be subject to formal legal collection remedies as any other delinquent service or tax account within the Village.
