929.01 INSTALLATION POLICY.
   (a)   If the project is initiated by petition or by Council, all costs including engineering and advertisement will become a part of the project and total costs assessed accordingly. Such a project will be completed in accordance with Ohio R.C. Chapters 727 and 729.
   (b)   All new storm sewer main installations or extensions from existing lines must be installed in the public right of way or on a dedicated utility easement and become part of the Village public utility system upon completion, testing and final approval and acceptance by the Village.
   (c)   All new storm sewer main installations or extensions from existing lines must be water main pipe with at least six inches in diameter, and must have catch basins or manholes placed at intervals not more than 400 feet apart. The type of storm sewer main material and appurtenances must be approved by the Administrator.
   (d)   The developer of any area within the Village not presently served by the Village storm sewer system shall pay all of the following cost except as outlined in subsections (e) and (f) hereof; plan preparation and review by the Engineer of the Village, materials and/or installation and testing costs of all other incidental costs associated with the improvement.
   (e)   Council may approve, with the recommendation of the Streets-Water-Sewer Committee and the Administrator, to pay for the cost of material and appurtenances larger than six inches in diameter on all projects.
   (f)   The inspection of new or replacement storm sewer mains installed in public right of way or on dedicated utility easements shall be provided by the Village at no cost to the developer, except all such inspections conducted by other than Village personnel shall be paid by the developer.
   (g)   In the event no storm sewer main abuts the subject property, however, an adequate storm sewer main is located in the public right of way or dedicated utility easement within two hundred feet of the subject property, then in that event, the owner of the subject property shall at his expense extend the storm sewer main from, to and along the entire frontage of the subject property. Special consideration may be given by Village officials for not extending the storm sewer main along the entire frontage of the property if it has been determined such extension is not in the best interest of the Village.
   (h)   Not less than ninety days after an official notification has been served, the owner of all houses, buildings and properties located within the Village and abutting on any street, alley or right of way in which there is presently located an adequate public storm sewer main, is hereby required at his expense to connect such buildings or properties directly into the public storm sewer main.
   (i)   Storm sewer drainage as outlined in the Village Building Code shall determine the type of building connections required.
   (j)   Prior to making any connections as referred to in subsections (h) and (i) herein, the owner or his agent shall be required to make an application for such connection on the form provided by the Village. After review and approval of the application, a permit shall be issued and a twenty-five dollar ($25.00) inspection fee shall be paid to the Village. To insure compliance with all applicable Village codes and regulations, the Director of Public Service shall be responsible for inspection of all storm sewer taps from the main line to any buildings.
