(a) Any public or private utility company undertaking within the corporate limits of the Village, the improvement, installation, maintenance, repair or removal of any of the company’s property or facilities including, but not limited to its lines, wires, poles, conduits and pipes either above or underground, shall submit the plans for such construction or alteration to the Planning Commission for its approval prior to initiating the work.
(b) The approval of the Planning Commission shall first be secured prior to proceeding with the work and its approval shall not be unreasonably withheld.
