It shall be the duty of every owner of any lot or parcel of land situated within the corporate limits of the Village to keep and maintain sidewalks now or hereafter constructed along all streets adjoining said land in good order and repair and free from nuisance. It shall be the further duty of each such owner to construct good and sufficient sidewalks abutting the property owned by him.
