The extent and parameters of a permit for wireless telecommunications facilities shall be as follows.
(A) Such permit shall not be assigned, transferred, or conveyed without the express prior written notification to the town.
(B) Such permit may, following a hearing upon prior due notice to the applicant, be revoked, canceled, or terminated for a violation of the conditions and provisions of the permit, or for a material violation of this chapter after prior written notice to the holder of the permit, or for failure to pay fines as applied in this chapter.
