Failure to comply with the requirements of this chapter shall constitute a violation and will be subject to the following penalties.
(A) First offense. Any owner who fails to comply with the requirements of this chapter shall, upon the first violation, be fined not less than $100, nor more than $500. If non-compliance is corrected within ten days after receipt of written notice of a violation, no fine shall be assessed.
(B) Second offense. Any owner who fails to comply with the requirements of this chapter shall, upon the second violation, be fined not less than $500, nor more than $1,000. If non-compliance is corrected within ten days after receipt of written notice of a violation, no fine shall be assessed.
(C) Third and subsequent violations. Any owner who fails to comply with the requirements of this chapter shall, upon the third and subsequent violation, be fined not less than $1,000, nor more than $5,000. If non-compliance is corrected within ten days after receipt of written notice of a violation, no fine shall be assessed.
