No person shall construct, erect, operate, use, or maintain any outdoor advertising sign, display, or device without the permission of the owner or other person in lawful possession or control of the property on which such sign, display, or device is located. Any legal document providing for or allowing placement of a sign, display, or device upon property shall include notification and permission that the Town of White Hall and its designee may enter upon said property for the purpose of enforcing this chapter.
