(A) Any variance from this chapter shall be approved by a majority of the total members of the Town Council then holding office. A variance shall include any major deviation from the requirements of the general intent of this chapter.
(B) Any special exception or conditional use under this chapter shall be approved by a majority of the members of Town Council present at any meeting where a vote is taken on said action. A special exception or conditional use includes any minor deviation from the chapter that comports with the general intent of this chapter, as defined by the West Virginia Supreme Court of Appeals.
