It is hereby declared that the conduct of elections of municipal officers of the town is hereby integrated with the system of permanent registration of voters of the state, and unless otherwise provided herein, all laws governing the conduct of elections as set forth in the West Virginia Code shall govern the conduct of municipal elections in the town.
