(A) Proposed ordinances of the town may be introduced by any member of the Council at any meeting of the Council, but no ordinance shall be finally voted upon or enacted until the next regular meeting after it has been introduced and read.
(B) Any ordinance enacted under the provisions of this section shall be effective at such time as may be designated by the Council at the time of passage.
(C) If the state statutes provide for the publication of ordinances under any circumstances, or provide other requirements for the passage of any ordinances, this section shall be deemed to be supplemented by the state statutes in such instances.
