§ 71.23 MAYOR, COUNCIL, CHIEF OF POLICE POWERS GENERALLY; POLICE DEPARTMENT.
   (A)   Powers and duties. Generally, the Chief of Police and Police Department shall have the powers and duties granted or given by the Traffic Code in relation to the management and control of traffic, except for the powers and duties expressly reserved to the Town Council or the Mayor, and shall, furthermore, have full power, and all police officers shall see that all provisions of the Traffic Code are enforced and observed.
   (B)   Traffic-control devices. The Police Chief, after consultation with the Mayor, shall place and maintain traffic-control signs, signals, and devices as required under the provisions of this Traffic Code and other traffic ordinances, and may place and maintain such additional traffic-control devices as the Council may from time to time direct. The Police Chief shall immediately notify the Mayor of the placement of any new traffic-control signs, signals, and devices, and the matter shall be placed on the Council’s agenda within 30 days.
   (C)   Inspection of vehicles. The Police Department may at any time, upon reasonable cause to believe that a vehicle is unsafe or not equipped as required by law or that its equipment is not in proper adjustment or repair, require the driver of such vehicle to stop and submit to an inspection and a test with reference thereto as may be appropriate.
