Every proposed subdivision shall be submitted to the Planning Commission by the Plats Officer for preliminary or conditional approval in the form of a preliminary plat prior to the submission of a final plat for recording. The preliminary plat is not intended to be a final plat and must be prepared in such form as not to be confused with a final plat. Its purpose is to show graphically all facts needed to enable the Planning Commission and other public agencies to determine whether the proposed layout of the land in question is satisfactory from the standpoint of the public interest. The preliminary plat shall be prepared by a qualified engineer, surveyor or land use planner. A registered professional engineer of the State of Arkansas must be responsible for the design of all public improvements.
