§ 33.02 DIRECTOR.
   The Mayor is hereby authorized to appoint a Director of Civil Defense for the city who shall perform such duties as are imposed upon him by this chapter, and as are delegated to him by the Mayor and City Council when not contrary to the laws of this state.
   (A)   The Director shall coordinate the activities of all organizations for civil defense within the city, and shall maintain liaison with and cooperate with the civil defense agencies and organizations of other cities and of the state and federal government.
   (B)   The Director of Civil Defense shall have the authority to appoint a Co-director, and such other personnel as he may deem necessary for the proper function of his office.
   (C)   In performing his duties under this chapter, the Director of Civil Defense is authorized to cooperate with state and federal government, and with private agencies in all matters pertaining to civil defense of this city.
   (D)   To prepare a comprehensive program for the civil defense of this city the Civil Defense Director is authorized to institute training programs and public information programs, and to take all other preparatory steps in advance of actual disaster, including the establishment of a civil defense special police unit for the city and to make such studies and surveys of the city and to make such studies and surveys of the industries, resources and facilities in this city as may be necessary for the emergency use thereof.
   (E)   The Director of Civil Defense shall have the authority to receive such services, equipment, supplies, materials or other funds on behalf of the city from the federal government or any agency or officer thereof, subject to the terms of the offer and the rules and regulations, if any, of the agency making the offer.
