(A) (1) The city recognizes the growing need for a strong national security on Federal, state and local levels;
(2) The Mayor wishes to form the Mayor’s Military Affairs Advisory Committee consisting of a minimum of seven no more than nine members to be appointed by the Mayor and confirmed by the City Council for a term of two years;
(3) The specific mission of the Committee will be to bring a locally focused and engaged attention to the needs of the Pine Bluff Arsenal and its employees so that the installation can continue to provide services that are vital to our Nation’s defense;
(4) The Mayor or the Committee Chair will call meetings and conduct Committee business as they see necessary;
(5) The City Council recommends that the Mayor and Committee by or through its representative communicate and work closely with the leadership of the Pine Bluff Arsenal to promote sustainability and increased missions vital to our Nation’s defense at the Pine Bluff Arsenal; and
(6) The City Council agrees to provide annual funding as necessary to carry out the mission and needs of the Mayor’s Military Affairs Advisory Committee.
(B) The Mayor’s Military Affairs Advisory Committee is hereby established as set forth in this section.
