§ 110.11 LICENSING GUIDELINES FOR FUND RAISING EVENTS.
   When nonprofit organizations sponsor a fund raising event such as circus, carnivals, etc. the following guidelines shall be followed:
   (A)   If the nonprofit organization takes the risk of the venture and does not guarantee the vendor a predetermined amount of remuneration for his services, the city shall not charge a fee for holding the event.
   (B)   If the nonprofit organization is guaranteed a predetermined amount of remuneration by the vendor and the risk of the venture is born by the vendor, the city will charge the vendor an occupation license for the event.
