(A) Special meetings of the City Council may be called by:
(1) The Mayor;
(2) The joint action of three members of the City Council.
(B) To call a special meeting of the City Council, the persons authorized to call such a special meeting shall notify the City Clerk-Treasurer of their desires to call such a meeting in writing stating the time and place of said meeting and the purpose for which the meeting is to be called.
(C) Upon receipt of written notice by the Mayor or notice signed by three Aldermen of the city, the Clerk-Treasurer shall notify the Mayor, City Clerk-Treasurer, and all Aldermen, of the time, place and purpose of the meeting, except that if the meeting is called by the Mayor, notice to the Mayor shall not be necessary and if the meeting is called by three Aldermen notice shall not be necessary to the Aldermen calling the meeting. The notice shall be mailed by regular mail at least 48 hours prior to the time of the calling of the meeting or the notice may be hand delivered so as to give actual notice at least 24 hours prior to the time of the meeting; however, if a waiver of notice is signed by any person authorized to receive notice, the notice required above shall not be necessary for the holding of a legal special meeting of the City Council.
(D) In the event the City Clerk-Treasurer fails to give the notice or is not available to give the notice the persons desiring to call the meeting shall give the notice provided for in division (C) above.
(E) The notice shall state the time and place that the special meeting will be held and the purpose for which the meeting is being called and the name of the person or persons calling the meeting.
(F) No special meeting of the City Council shall take any action on any matter not stated in the notice calling the special meeting unless motion is passed at the special meeting by a two-thirds majority of all members elected to the City Council approving the taking up of the matter not included in the notice.
(G) Quorum. The requirements for a special meeting of the City Council shall be the same as that for a regular meeting of the City Council.
