None of the terms of prohibition of this section shall be applied to or enforced against:
(A) Any emergency vehicle or governmental vehicle while engaged in necessary public business; and,
(B) Excavations or repairs of bridges, streets, highways or utilities, by or on behalf of the city, county, state or its citizens, during the night, when the public welfare convenience renders it impossible to perform such work during the day; and,
(C) The reasonable use of amplifiers, loudspeakers or other sound producing devices, which are used in the course of public addresses, parades, or other legitimate governmental activity, which is non- commercial in character.
