(A) The agent of the city shall enforce laws governing humane treatment of animals. If necessary, animals may be removed from unsafe or unhealthy conditions and legal action taken against negligent owners.
(B) Any agent of the Animal Control Department may enter the premises where any animal is kept in a reportedly cruel or inhumane manner and demand to examine such animal and to take possession of such animal when in their opinion, it requires humane treatment.
