304.01 NUISANCE DECLARATION.

   It is hereby declared to be a nuisance for any person to harbor and keep outside of a building or buildings, a vehicle or vehicles, as hereinafter defined, in a condition which encourages and creates hazards and is aesthetically displeasing to the senses of a majority of the community's residents as determined by contemporary standards and the uniform enforcement action of the elected and appointed officials.
