161.31 POLICY AND PROCEDURE MANUAL.

(a) A uniform policy and procedure manual shall be prepared, and upon approval of Council by resolution, shall have the force and effect of law pursuant to this section.

(b) The Auditor, City Attorney, Mayor, President of Council and Treasurer shall jointly prepare a uniform system of personnel management to include relevant topics such as insurance administration, workers’ compensation, disciplinary hearings and other topics deemed essential.
