161.27 ATTENDANCE AT CONVENTIONS.
(a) Any elected or appointed municipal officer, deputy, assistant or an employee of the City may attend, at the expense of the City, any conference or convention relating to municipal affairs, if authorized in advance consistent with subsection (b) hereof.
(b) Each appointing authority shall have an approval limit of two hundred fifty dollars ($250.00) per person per event. All approvals above the single approval limit shall require the approval of the appointing authority and as provided for by Section 161.29(a).
(c) Such elected or appointed officer, deputy, assistant or employee shall secure the written approval of the appointing authority and the certificate of the City Auditor that funds are appropriated and available for such purpose prior to his attendance at such convention or conference relating to municipal affairs.
(d) Such officer may secure an advance from the City to pay such expenses within the discretion of the City Auditor, if he is unable to advance the moneys himself.
(e) The Mayor is hereby authorized to contract for expenses for holding conferences and conventions including dinners and any other costs and expenses of officials of the City and other persons attending the conference and conventions within the City relating to the affairs of the City consistent with the limitations set by Section 161.29.
(f) The Auditor and the Treasurer are hereby authorized and directed to pay expenses pursuant to the provisions of this section from the Meetings and Seminars Expense Fund.
