161.26 MILEAGE ALLOWANCE AND VEHICLE USE.
(a) Subject to the provisions of Section 161.29(b), elected officials who operate their own automobiles in the furtherance of the affairs of the City shall be reimbursed expenses incurred in such operation. This rate shall be automatically adjusted annually to equal the rate established by the Federal Government through the United States General Services Administration. The Auditor will report annually to the City Council the rate to be in effect.
(b) Subject to the provisions of Section 161.29(b), with the prior approval of the Mayor, appointed officials, officers and employees of the City who operate their own automobiles in the furtherance of the affairs of the City in such operation shall be reimbursed at the mileage rate set by the Federal Government through the United States General Services Administration and the rate shall be automatically adjusted annually. The Auditor will report annually to the City Council the rate to be in effect.
(c) The persons entitled to reimbursement of expenses under the provisions of subsections (a) and (b) hereof shall submit to the Auditor a written, signed statement of miles traveled in the furtherance of the affairs of the City, and the Auditor and the Treasurer are hereby authorized to pay to such persons such reimbursements from the Auto Mileage Expenses Fund.
(d) Department heads and supervisors who are called to work during off-duty hours will be paid mileage for travel from home to work. City officials and employees traveling to and from court appearances pursuant to subpoena, and who would otherwise be entitled to utilize a City-provided vehicle, but are not working a regularly assigned shift at the time, may utilize their own private motor vehicles for transportation or such court appearances, and shall be paid mileage at the annually prescribed mileage rate from the City as the point of origin and point of return for travel to and from said court appearances. The rate shall equal the rate established by the Federal Government through the United States General Services Administration and shall be adjusted annually. The Auditor will report annually to the City Council the rate to be in effect.

(e) No person is authorized to use any City-owned or leased motor vehicle for transacting any personal business.
(f) There shall be no mileage allowance paid, or a gasoline allowance in kind permitted, for travel between municipal facilities within the City.
