161.03 POSITION CLASSIFICATION.
   (a)   The meaning of the position or class titles used herein shall be defined by specifications contained in the position classification plan, of which an official copy shall be maintained in the Office of the Civil Service Commission.
   (b)   For each class of positions there is hereby established the class number shown within this chapter and individual sections of the Administrative Code, and said class number shall be used for payroll purposes and other personnel transactions.
   (c)   No request for legislative action to authorize a position shall be considered until a suitable job description has been presented to and approved by Council.
   (d)   Prior to consideration of said legislation by Council, the matter shall be referred to the Civil Service Commission to determine whether the new position is properly classified pursuant to Civil Service commission Rule III. The Civil Service Commission shall return its findings to Council within thirty days of Council’s referral.
   (e)   No position is deemed to be established unless and until each of the following steps have been accomplished:
      (1)   A chapter of the Administrative Code is amended to create a specific position.
      (2)   Appropriate sections of Chapter 161 of the Codified Ordinances shall be amended to provide for the level of compensation and position classification as well as addition of the position to the Table of Authorized Personnel.
      (3)   An ordinance shall be enacted to appropriate funds to the salary account for said position, and authorize the Auditor and Treasurer to make payment therefor.

   (f)   The appointing authority in each of the following departments may hire a temporary employee to replace a current full-time employee who is off work, on either paid or unpaid status:
      (1)   Clerk of Council Office;
      (2)   Mayor's Office;
      (3)   City Auditor's Office;
      (4)   City Attorney's Office;
      (5)   Parks and Recreation Commission;
      (6)   Department of Human Resources;
      (7)   Service Director’s Office (administrative office only, excluding Street Department personnel); or
      (8)   Safety Department (clerical employees only).
