1127.02 SIGN STANDARDS BY ZONE. 
   (a)    General. The following sign standards by zone shall apply to every existing zone and new zoning classification hereafter created in the City and to the areas of residential, multi-family, commercial and industrial uses in multi-use zones such as Planned Apartment District (Planned Redevelopment Area), Exceptional Use District, and similar zones unless otherwise expressly provided for in such zones. The zones are as defined by the Zoning Ordinance and Official Zoning Map. Only signs as described herein and as may be described under Sections 1127.03 and 1127.04 shall be permitted in each particular zone. Off-premises signs shall be permitted as provided in Section 1127.08.
   (b)    Residential Zones and Residential Areas. 
      (1)   Single-family. Two professional occupation signs not exceeding two square feet each in area shall be permitted per single-family dwelling. Such signs shall be set back at least six feet from the nearest property line and shall not be over five feet above the ground.
      (2)    Multiple family. A sign identifying multiple family residences of more than four dwelling units is permitted not exceeding one square foot per dwelling unit with a maximum size of sixteen square feet, except on a street designated commercial, the maximum size shall not exceed thirty-two square feet.
      (3)    In any multiple family dwelling in which professional or rental offices are permitted, one sign shall be permitted at each vehicular entrance from a public right of way and at each major public entrance to the dwelling for all offices in the dwelling; the sign not to exceed two square feet for each office or ten square feet overall, whichever is smaller. Permitted signs shall be set back at least six feet from any property line and the top of the sign shall not be over five feet above the ground. The sign shall indicate only the name, address and occupation of the occupant. Illumination shall be in accordance with the restrictions set forth in Section 1127.07.
      (4)    Other signs. As set forth in Section 1127.03, other signs shall be set back at least six feet from the nearest property line.
 
   (c)    Commercial Zones and Commercial Areas. 
      (1)    Size. The total area of all signs erected on the lot and building of any single business shall be within the allowable square footage as follows:
         A.    Building signs. The total sign area on the building for any single business in areas Zoned GCD shall not exceed two square feet for each lineal foot of building frontage. If the building setback is greater than seventy feet, one additional square foot of building sign shall be allowed for each lineal foot of building frontage. In areas Zoned LCD total sign area on the building for any single business shall not exceed one square foot for each lineal foot of building frontage. If the building setback is greater than seventy feet, one additional square foot of building sign shall be allowed for each lineal foot of building frontage.
         B.    Free-standing signs. The total sign area of free-standing signs on any single property shall not exceed:
            1.    One-half square foot per building front foot or one-fourth square foot per lot front foot, whichever is greater; or
            2.    If the building setback is greater than seventy feet, three-fourths of a square foot per building front foot or three-eighths of a square foot per lot front foot, whichever is greater.
            3.    Maximum free-standing sign area on any single property shall not exceed 150 square feet in GCD Districts; thirty-two square feet in LCD Districts. When there is a merchandising area in LCD Districts with three or more businesses on a single property there is a minimum entitlement of twelve square feet of sign per business.
            4.    Only one face of a free-standing sign shall be considered in computing allowable area. For each face beyond two, the allowable area shall be reduced by twenty-five percent. For rotating signs, the allowable area shall be reduced by fifty percent.
         C.    If a property has a second frontage on a street designated GCD District, additional signs shall be allowed equal to one-half of the allowable areas of subparagraphs A. and B. hereof if the additional area computed faces that second frontage. If the second frontage is on a street immediately adjacent to Residential Districts R-1 through R-4, no additional signs will be allowed on the second frontage.
         D.    The owner of a single property jointed used or shared with other tenants or leased by multiple tenants may be permitted one common freestanding sign structure for identification purposes. Total sign area for the property shall not exceed the allowable areas of subparagraph B. hereof.
         E.    A multiple use freestanding sign shall be allowed for properties in GCD Districts with multiple buildings in depth used for commercial purposes. Sign area and structure shall be determined independently from the signage allowed by preceding subsections (c)(l)B. and D. hereof. Sign area shall be for the exclusive use of nonfronting tenants and shall not exceed twelve square feet per tenant. Total sign area shall not exceed one-half square foot per lineal lot front foot, with a maximum allowable of 150 square feet.
      (2)    Location.
         A.    Flat wall signs. Flat wall signs may be located on the front or side walls of the buildings. Signs located on side walls shall not exceed twenty-five percent of the total allowable area of building signage on each side wall, except in the case of a second frontage allowance as defined in subsections (c)(l)C. hereof. No flat wall sign shall extend above the roof line. Other requirements are specified in Section 1127.10.
         B.    Projecting signs. Projecting signs may be located only on the front wall of the building, except in the case of a second frontage allowance as defined in subsection (c)(1)C. hereof. No projecting sign or supporting structure shall project more than forty-two inches from the wall of a building nor be less than ten feet from the ground level at the base of the building nor higher than twenty-five feet from the ground level to the top of the sign on a multi-story building. Every face of a projecting sign shall be considered as a separate sign for purposes of computing the allowable area. No projecting sign or supporting structure shall extend above the roof line and no part shall be supported from an unbraced parapet wall.
         C.    Free-standing signs. All parts of a free-standing sign shall be located five feet or more behind the front property line and elsewhere within building restriction lines as provided for by the Zoning Code and no closer than fifty feet to a residential district. Additional requirements for sign setback and sign height are as follows:

         D.    Marquee signs. Signs may be placed on a marquee or may project below the lower edge of a marquee not more than twenty-four inches, but the bottom of a sign placed on a marquee shall be no less than eight feet above the sidewalk or grade at any point. No part of the sign shall project above the roof line of the building.
         E.    Roof signs. Roof signs shall be allowed only in GCD Districts only if the building setback is greater than 200 feet. The signs shall identify only the on-premise name of the company or business. Erection shall be in accordance with Section 1127.10(g) and (j), with the following exceptions:
            1.    Kiosk type structures with an approved setback of less than 200 feet. Signs may be attached directly to the roof structure, provided they do not extend above the roofline on hipped or gabled type roofs, or extend more than two feet above the roofline on flat roofed buildings. Total signs area shall not exceed one-half square foot per building area square foot, with a maximum allowable of twenty four square feet.
            2.    Nonfronting single story low profile flat roofed buildings. When other type building signs are not practical, signs may be attached directly to the roof structure, at a point less than four feet from the walls, and/or wall signs may extend above the roof line. In either case no part of the sign shall extend more than two feet above the roofline or parapet wall.
      (3)    Number of building signs. Multiple signs are allowed within the allowable sign area, however, the use of a single sign is encouraged and in no case shall more than three building signs be allowed for an individual enterprise. One free-standing sign is allowed on any single property. A second free-standing sign is allowed in GCD Districts if the lot frontage exceeds 150 feet provided the total area requirement is not exceeded as defined under subsection (c)(l)C. hereof.
      (4)    Content. Signs allowed shall be identification signs only, as defined elsewhere in this chapter, except for signs which may have changeable copy within the allowable sign area. Changeable copy area shall not exceed sixty percent of the total installed area, regardless of maximum allowed area.
      (5)    Shopping centers. (EDITOR'S NOTE: This subsection was repealed by Ordinance 35-81, passed June 2, 1981. )
      (6)    Illumination. Illumination shall be in accordance with the restrictions as set forth in Section 1127.07.
   (d)    Industrial Zones and Industrial Areas. 
      (1)   Size. The total area of all signs erected on the lot and building of any single industrial enterprise shall be within the allowable square footage.
         A total sign area of four square feet for each lineal foot of building frontage shall be allowed.
         A.    If the building has multiple frontage, an additional sign area of one and one-half square feet for each additional lineal foot of building frontage shall be allowed. Where there is multiple frontage, only the amount of added sign area allowed by each additional frontage shall be allowed to face that frontage.
         B.   The total sign area allowed in subparagraph (d)(l)A. hereof may face any direction .
      (2)    Location.
         A.    Flat wall signs. Flat wall signs may be located anywhere on any wall of a building.
            No flat wall sign shall extend above the roof line. Erection requirements are specified in Section 1127.05.
         B.    Free-standing signs. Only one free-standing sign for each industrial enterprise shall be permitted for each lot frontage provided there is a minimum of seventy-five lineal feet of lot frontage.
All parts of a free-standing sign shall be located five feet or more behind the front property line and elsewhere within building restriction lines as provided for by the Zoning Code.
The height of a ground sign for parcels in the Restricted Industrial District (I-1) shall not exceed six (6) feet above grade, and the sign area on each face shall not exceed fifty (50) square feet. Only a monument type ground sign is permitted.
The height of a ground sign for parcels in the Limited Industrial District (I-2) shall not exceed fifteen (15) feet above grade, and the sign area on each face shall not exceed seventy-five (75) square feet. Only a monument type ground sign is permitted.
         C.    Roof signs. Roof signs shall be allowed only if the building setback exceeds seventy-five feet.
      (3)    Area. The total area of all signs erected on the lot and building shall be within the allowable square footage.
      (4)    Content. Signs allowed shall be identification signs only, as defined elsewhere in this chapter.
      (5)    Unimproved property. Signs for businesses conducted on unimproved lots or lots with a small business office shall be allowed a total area for all signs not to exceed one-half square foot for each lineal foot of lot frontage or 150 square feet overall, whichever is smaller.
         Signs on unimproved property shall comply with all other restrictions of Section 1127.02(d).
      (6)    Illumination. Illumination shall be in accordance with the restrictions set forth in Section 1127.07.
