Whenever the use of any building within a commercial or industrial district is changed or intended to be changed to another commercial or industrial use, no such change shall be permitted unless and until an application for such change is made to the Building Division.
   The application shall state the use to which such building will be put and no such change will be permitted until the premises shall be altered or remodeled so as to meet the Building Code standards established and the performance standards of this Zoning Code such as setbacks, landscaping, lighting, signs, parking, toilet facilities, ingress and egress, etc.
   (a)    Whenever the use of any such building was residential, the residential use shall be abandoned and any kitchen facilities removed.
