903.14 DRIVEWAY CONSTRUCTION; PERMIT REQUIRED.

   (a)    No person shall construct, alter, change, build-up, saw or fill in any driveway or entrance from any public street or alley of the City across or over any sidewalk or curb or portion of the public street or alley, improved or unimproved, and to any private property, bounding or abutting on any such street or alley without first applying to the Director of Public Service and obtaining a permit to do so.

   (b)    No person shall construct or reconstruct any driveway across private or public property without first applying to the Director and obtaining a permit to do so.
