All water charges, rates or rents and wastewater or sewer service charges delinquent and unpaid shall be levied as a tax against the lot or parcel of real estate to which such water and/or sewer service was furnished, and the same shall be certified to the city clerk by the public works department for collection along with the other city special assessments, all pursuant to Montana code title 7, chapter 13 and under authority of the city charter and self-governing powers as provided by law.
