City parks and public playgrounds shall be closed to public usage from eleven o'clock (11:00) P.M. to five o'clock (5:00) A.M. each day, and no person shall be within the boundaries of said City parks and public playgrounds between these hours; provided, however, that during the ice skating season, the City ice skating rink may remain open until one o'clock (1:00) A.M.
