503.06 EXCEPTIONS.
   This article shall not apply to the delivery or disposition of a publication or newspaper having a regular paid subscription and regular circulation at a stated time of issue, nor to the sale of newspapers upon the public streets or other places, nor shall it apply to the disposition or entry of printed material or other material by mail nor to the distribution of advertising signs or displays which are usually displayed in public places, nor to the delivery of printed matter, signs or displays, from printing establishments to persons ordering such printed matter, nor to the distribution of samples of value together with a description thereof. Providing, however, that nothing herein contained shall be construed to prevent the tacking of signs, or distribution of advertising matter when the same is for the purpose of advertising anything in the interest of charity or benevolence, and being for any purpose other than pecuniary profit, and no such charge shall be made for such permit when the tacking of signs or distribution of advertising matter is for the purpose of charity, benevolence, and for any purpose other than pecuniary profit.
