503.04 HANDBILLS; PERMIT, FEE; LITTERING.

   (a)   No person shall distribute any handbills, printed matter and printed advertisements from house to house, or from place to place in the streets or public places, unless such person shall have obtained a written permit to do so from the Licensing Officer.

   (b)   The permit shall be issued by the Licensing Officer upon completion of the appropriate licensing application and payment of an annual permit fee of twenty-five dollars ($25.00).

   (c)   No license shall be issued for any distribution of handbills, printed matter or printed advertisements which would violate, nor shall any license be construed to permit any violation of Section 1103.10 to 1103.13 of Part Eleven - Health and Sanitation Code.
