The Chief of Police is hereby authorized and directed to release to the newspaper, radio and television media the names of parents of a minor child under the age of eighteen years who is arrested by the Police and charged with juvenile delinquency. In no event, however, shall the Chief or any other members of the Police Department release the name of any minor child charged with juvenile delinquency unless so ordered by the Juvenile or the Circuit Courts of Ohio County.
