(a) The current edition of the IES Lighting Handbook, published by the Illuminating Engineers Society, 345 East 47th Street, New York, New York, 10017, is hereby adopted by reference. This standard shall be used as a guide for the design and testing of parking lot lighting and the standards contained therein shall apply unless standards developed and adopted by this article or subsequent amendments are more severe, in which case the more restrictive standards shall apply.
(b) Public parking lots located in commercial zones, except the C-3 Zone, or public parking lots located in residential zones, shall be provided with adequate light fixtures so that at no point on the lot shall there be less than one foot-candle of light.
(c) Public parking lots developed in the C-3 Zone shall be provided with adequate light fixtures so that at no point on the lot shall there be less than two foot-candles of light.
(d) Prior to the time a parking area lighting system is approved, an appropriate test report shall be submitted to the City Building Department, showing that the lot is in conformance with this article.
(e) All parking garages shall be provided with lighting which will develop a minimum of two foot-candles of lighting in the parking area.
(f) All required parking lot lighting shall be controlled by automatic timing devices or by light sensitive switches which will assure that the lighting turns on at dusk and off at dawn.
