For the purpose of this article, the following words and phrases shall have the meanings respectively ascribed to them in this section:
(a) "Public parking lot" means any parking area or space for five or more vehicles, available to the public for a fee.
(b) "Parking garage" means a building or structure designed and maintained for the parking of motor vehicles.
(c) "Foot-candle" (fc) means the unit of illumination when the foot is the unit of length; the illumination on the surface one square foot in area on which there is a uniformly distributed flux of one lumen. It equals one lumen per square foot.
(d) "Levels of lighting" where specified in terms of foot-candles, means that during nighttime hours, the minimum reading on the parking area shall conform to the specified foot-candle level.
(e) "Zoning classifications" referred to in this article are those classifications defined in the Zoning Ordinance of the City.
(f) "Motor vehicle" means every vehicle which is self-propelled, and includes motorcycles having a seat or saddle for the use of the rider and designed to travel on not more than three wheels in contact with the ground, but excludes a tractor. "Motor vehicle" also includes a motor scooter with a motor which produces not more than five brake horsepower, including every bicycle with a motor attached.
