(a) For the first recorded violation of an overtime or improper parking provision of this article at a particular meter in a single day, the penalty shall be ten dollars ($10.00).
(b) For the second recorded violation of an overtime or improper parking provision of this article at the same meter in a single day, the penalty shall be twenty dollars ($20.00): provided, however, that violations of the same provision of this article may not be recorded or reported more frequently than once every hour.
(c) For the third and each subsequent violation at the same meter in a single day the penalty shall be twenty dollars ($20.00).
(d) Whoever fails to pay such penalty or penalties to the City Finance Office within thirty days shall be subject to the fines doubling as well as the enforcement and penalty provisions of Article 303. Other fixed fines for the violation of the traffic laws are made in accord with the provisions of Article 303 and are similarly subject to doubling of such fines.
