The City Manager is authorized and directed to purchase and install parking meters upon such streets of the City as are selected for the establishment of parking meter zones by the Traffic Commission. The Manager is further authorized and empowered to enter into a contract, after approval of the terms and conditions thereof by Council, for such purchase and maintenance of parking meters on the streets of the City.
