361.17 PUBLIC OFF-STREET PARKING AREAS; RESTRICTED ENTRY.

No person shall enter any public off-street parking area of the City except the drivers and passengers of vehicles desiring to park thereon or to reclaim such vehicles. Special permission may be given by the City or grant thereof for entry into the parking areas for specified City purposes only.
