The Traffic Commission may, on written application, designate zones in front of churches, banks, theaters and public utility or other public buildings in which zones parking may be restricted for a limited period of time during hours and on days designated by the Traffic Commission.
Such churches, banks, theaters, public utility or other public buildings shall place signs at such designated zones not more than one hour before the designated hour and shall remove the signs at the end of the period.
Such signs shall be provided and maintained at the expense of such churches, banks, theaters, public utility or other public buildings and shall meet with the approval of the City Manager.
