No operator shall park a vehicle upon a roadway less than eighteen feet wide except while actually loading or unloading, but the operator shall not obstruct traffic for more than fifteen minutes and shall move the vehicle immediately to permit the passage of an emergency vehicle; provided, however, that this section shall not apply to areas designated by the Traffic Commission as suitable for parking along one side of such roadway.
