The Clerk of the Municipal Court shall have authority under the laws of the State to administer oaths and shall have authority to sign summons, processes and all other papers issuing out of the Court and not required by law to be signed by the Judge and shall issue all papers and documents required by law or as directed by the Court. The Clerk shall perform such other functions in connection with the operation of the Court as may be required by law or by order of the Judge.
