In addition to those vendors disqualified under the provisions of Section 183.08, any vendor who owes a financial debt to the City resulting from the nonpayment of any tax, fee, lien, service charge or other assessment shall not be eligible to furnish to the City, any supplies, materials, equipment or services during the period such debt remains unpaid.
