183.03 REQUIREMENTS FOR BIDS; COMMUNICATIONS ACCOMPANYING BIDS.

All bids shall be based on such standard specifications as may be adopted in accordance with this article. All bids with alterations or erasures therein shall be rejected. Any statements or communications accompanying bids which are not in accordance with the specifications shall not be considered in making awards.
