The allotments may be revised during the fiscal year by the City Manager. If at any time during the fiscal year the City Manager shall ascertain that the available income plus fund balances for the year will be less than the total appropriations, he shall reconsider the work programs and allotments of the several departments and agencies and revise them so as to prevent the making of expenditures and the incurring of obligations in excess of the income and fund balances.
