175.02 CREATION; MEMBERSHIP; TERM.
     (a)    There is hereby created a Commission which shall be known as the Centre Market Commission of the City, which shall be an advisory Commission and shall have no administrative power and authority.

      (b)    No fewer than four of the seven Commission members shall be citizens of the City of Wheeling or Ohio County, appointed by the Mayor with advice and approval of City Council, and shall serve without compensation.

   (c) The Commission members shall be appointed for a period of three years. The Commissioners may hold no political office, Municipal, County or State. The Mayor shall appoint, with the approval of Council, seven members, for three years respectively as designated by Council. Their respective successors, shall be appointed for the term of three years excepting that any person appointed to fill a vacancy occurring, before the expiration of a term, shall serve only for the unexpired term. Any Commissioner is eligible for reappointment. However, any vacancy created either by the expiration of a term or otherwise, shall be filled by the appointing body. Upon the appointment of the Commission, the members thereof shall elect from among their members a chairman and a vice-chairman who shall hold office for one year and be eligible for reelection. Annually thereafter, the Commission shall organize by the election of such officers from its own members as it may deem advisable. Members of the Commission may be removed from office by the Mayor with advice and approval of Council.
