173.05 OFFICERS; COMPENSATION.
   The Historic Landmarks Commission shall select one of its members as chairperson. It shall designate a secretary and treasurer, who may be one and the same person.
   Members of the Commission shall receive no salary, but shall be reimbursed for all reasonable and necessary expenses actually incurred in the performance of their duties.
   A majority of the members of the Commission shall constitute a quorum.
   The Commission shall meet monthly in Council chambers and minutes of such meeting shall be forwarded to Council within a reasonable time after the meeting. Rules and regulations adopted by the Commission, including any specific action taken by the Commission under Section 173.07(f) and (g), shall have the same force and effect as ordinances passed by Council until altered, repealed, revoked or amended by Council. Such rules and regulations shall be recorded in the office of the City Clerk and shall be a public record. The City Clerk shall prepare an index of the rules and regulations adopted by the Commission and approved by Council.
