173.04 ESTABLISHMENT; MEMBERSHIP; TERM.
   (a)    There is hereby created a commission which shall be known as the Wheeling Historic Landmarks Commission, which shall consist of seven members, six of whom shall be appointed by the City Manager. All members shall be residents of the City and at least one member shall be a member of Council to be appointed by Council. A majority of the members shall have demonstrated special interest, experience or education in history, architecture, planning, real estate or law.
   (b)   The Council member shall be appointed for a term which shall expire at the same time as the term of that member of Council. One of the remaining original appointees shall be appointed to serve for a term of one year, one for a term of two years, one for a term of three years and the other for a term of four years. Following the expiration of any such term, the member's successor shall be appointed to serve for a term of four years. A vacancy in the membership shall be filled in the same manner as the original appointment is made and for the balance of the unexpired term.
