171.03 POWERS AND DUTIES.

The Ohio Valley Regional Transportation Authority shall have all of the powers and duties that are granted to urban mass transportation authorities by the provisions of West Virginia Code Article 8-27 as fully and to the same extent as if the powers and duties were fully set out in this article.
