171.01 CREATION; MEMBERSHIP; APPOINTMENTS.
   There is hereby created a regional urban mass transportation authority which shall be known as the Ohio Valley Regional Transportation Authority. The Authority shall be a public corporation and as such shall have perpetual existence. The management and control of the Authority, its operations, business and affairs shall be vested in a Board of not less than five nor more than fifteen individuals who shall be known as members of the Board and who shall be appointed for terms of three years each by the governing bodies of those municipal and county governments electing to participate in the Authority. Council shall, by ordinance, designate members to serve on the Board of the Authority. Any individual who is a resident of the City or a member of Council is eligible to serve as a representative of the City on such Board. Approximately one-third of the members of the Board first appointed shall be appointed for a term of one year, approximately one-third shall be appointed for a term of two years, and approximately one-third shall be appointed for a term of three years. When the term of each such initial appointee expires, his successor shall be appointed for a term of three years. If any member dies, resigns or ceases to be a member of the Board, Council shall appoint another individual to fill the unexpired portion of the term of such member.
