165.02 ESTABLISHMENT; MEMBERSHIP; TERM.
   There is hereby created a board which shall be known as the Hall of Fame Board, which shall consist of nineteen (19) members and shall be appointed by Council without regard to their political affiliations, but with regard to their knowledge and experience relating to the various categories of persons to be honored in the Hall of Fame to be established in the WesBanco Arena under the provisions of this article . All members of the Board shall be residents of the City and at least one member, but not more than one member, shall be a member of Council. Three (3) members shall be appointed with appropriate knowledge and experience in each of the six (6) categories hereinafter described. The Council member need not have knowledge and experience in any particular category but shall be selected by Council on the basis of overall interest in the general purposes of the Hall of Fame.
   The Council member shall be appointed for a term which shall expire at the same time as his/her term as a member of Council expires. Six (6) members, one for each of the six (6) categories hereinafter described, shall be appointed for a two (2) year term; six (6) members, one for each of such categories, shall be appointed for a four (4) year term; and six (6) members, one for each of such categories, shall be appointed for a six (6) year term. At the expiration of the initial term of each member of the Board, his or her successor shall be appointed for a term of six (6) years. All successor appointments shall maintain the original structure of the Board consisting of three (3) members representing each of the six (6) categories in addition to the Council member, making a total membership of nineteen (19) voting members. In addition, the chairperson of the Greater Wheeling Sports and Entertainment Authority shall at all times be an ex-officio member of the Hall of Fame Board.
   Attendance at meetings of the Wheeling Hall of Fame Board is of extreme importance and necessity for the Board to operate in a meaningful manner. Election of a person to the Wheeling Hall of Fame requires two-thirds (2/3) of the votes of the entire membership of the Board at a meeting regularly scheduled for such purposes.
   Accordingly, in the event a member of this Hall of Fame Board is absent from regularly scheduled or specially called meetings more than fifty percent (50%) of the time during a one-year period, that member shall be deemed to have vacated his or her position on the Hall of Fame Board.
